These data record selected Fifth Count population and housing characteristics for all of the 38,529 governmental units eligible for the Revenue Sharing Program in Entitlement Period #1. In addition, the file also contains information on the funds returned to these local governments. The data can be supplied in various formats on magnetic tape. The following data collections are from the 1980 Census of Population and Housing in the United States. ICPSR has acquired, or will acquire, all data files prepared in accordance with Public Law 94-171 (the "reapportionment files"), and files for all states in the Summary Tape File 1, Summary Tape File 2, Summary Tape File 3, and Summary Tape File 4 series. Each file is purchased as it is released from the Census Bureau and is made available for re-dissemination as soon as security copies are made for ICPSR. Because of the cost of acquiring these tapes from the Census Bureau, it is necessary for ICPSR to charge members as well as non-members of the Consortium for copies of the 1980 Census data files supplied. These charges are intended to recover, in part, the large expenditure of ICPSR operating budget funds which are expended to purchase and disseminate the 1980 Census data. Members will be charged per data file, plus the cost of the reel of tape which the ICPSR will supply. Member institutions may submit standing orders for purchase of specified 1980 Census files from ICPSR as they become available: these orders will be filled as soon as ICPSR receives the data, in accordance with pre-arranged specifications from the Member institution. ICPSR has acquired the Census Software Package (CENSPAC) prepared by the Census Bureau and is disseminating this software without charge to member institutions. ICPSR has prepared an easy-to-use data retrieval program, C80, which is also available without charge to members. A description of these packages is contained in Section X.B. of this Guide, "Instructional Packages and Computer Programs."".
