A proposed priorities rating formula for Pennsylvania, based on rational sufficiencies, resolves most of these difficulties, and is arbitrary only in accepting desirable speeds as 50 mph (legal) in rural and 30 mph in urban areas. Paper 2: Examination of the decision-making processes involved in selecting highway improvement projects in certain states and a Canadian province is reported in this paper. Paper 3: In this economic study, a criterion is developed for highway expenditure programming. Paper 4: This study is an investigation of whether sample survey methods can be used to reduce the time and work required to make highway needs studies.".
