There is a total of 546 parking spaces in the CBD (200 unmarked, off-street and 346 marked, on-street). With a 1970 population of 4,368, Waynesboro has an adequate number of parking spaces. Generally all CBD structures are in fair condition; the majority (65 percent) of core area structures are in need of repair and 15 percent need redevelopment; CBD street lighting is inadequate; no open space or landscape areas have been developed; sidewalks poorly maintained; evidence of parking meter damage; no canopy or sign control evident; and poor street drainage on several streets. Downtown rehabilitation recommended. Of the 9 industrial sites located within the Waynesboro planning area, 7 are occupied (5 have no room for expansion and only one of these 5 has all utilities available). Unoccupied industrial cities comprise the largest portion of available industrial acreage (272 acres). The city/county should provide all utilities to industrial sites unserved."".
