Maintaining that change cannot take place in isolation, the authors advocate the simultaneous transformation of elementary, secondary, and higher education. They examine necessary changes in the field and at the university, including broadening the decision-making base in schools, overcoming resistance to change by professors as well as practitioners, using action research as a leadership tool, and shifting the way administrators are trained - with less emphasis on managing and more on leadership skills. The authors point out the need to train teachers for leadership roles. They offer ideas on how to overlap leadership preparation for teachers and administrators.".
