While Dean of the college of Arts and Sciences (1944-48) and Academic Vice President (1948-49), his academic leadership generated substantial academic growth both within his own institution as well as nationwide through leadership in national educational organizations. Appointed President of St. Louis University in 1949, he was influential in initiating the first Board of Trustees of a major Catholic institution that included a majority of lay men and women of varying religious and ethnic backgrounds." "During Fr. Reinert's presidency of 25 years duration, not only was the University's midtown campus expanded by the investment of over $150 million, but he spearheaded the establishment of three redevelopment corporations which became the driving forces in the resurrection of much of the deteriorated housing and business institutions in the midtown areas surrounding both the Frost (Main) Campus and the Health Sciences Center. Continued civic involvement as Chancellor from 1949 to 1974 established him as one of the most influential leaders in the resurrection of the downtown and midtown areas, resulting in such civic awards as "The Right Arm of St. Louis" and "The St. Louis Award.""
