He founded the Harvard Program on Information Resources Policy in 1972 to create useful knowledge, both competent and impartial, on controversial information matters. Oettinger has been a member of the Harvard faculty since 1954, first teaching in the department of mathematics and later becoming Professor of Information Resources Policy in 1975. His research has focused on computer science, the social and political aspects of computers relating to communication and information policy, and linguistics.".
