- 2006372585 abstract "The objectives of this study were to define the role of smart traffic centers (STCs) in regional systems operations and to help identify performance measures for monitoring the performance of STCs in the scope of regional systems operations. Without proper measures of performance, it is difficult to determine if changes or additional resources could be employed to improve STC operations so as to enhance the performance of the regional transportation system. In this project, a general methodology was developed and applied to determine the role played by the Hampton Roads STC in regional systems operations in Virginia. A six-part framework for evaluating performance measures was developed. The findings of the study were generalized to the greatest extent possible to be applicable to other STCs in Virginia. It is expected that the recommended framework for developing measures of performance developed in this study will assist the Virginia Department of Transportation in documenting the benefits of the investment made in STCs and allow STC operators to identify areas where improvements can be made or resources need to be adjusted.".
