The majority ruling gives the New Jersey legislature six months to either amend current marriage laws or create civil unions.The majority opinion was authored by Associate Justice Barry T. Albin. The dissenting opinion was written by Chief Justice Deborah T. Poritz and was issued in her final day as a member of the court, October 25, 2006. Associate Justice James R. Zazzali, who was sworn in as Chief Justice the following day, joined in Poritz's dissenting opinion.The New Jersey legislature opted not to legalize same-sex marriage, but instead passed a bill establishing civil unions.A year later, the Legislature created a commission to examine the new Civil Union law to see how it was working and to look at the possibility of same-sex marriage. The commission unanimously recommended that the Legislature legalize same-sex marriage. New Jersey Gov. Jon Corzine said he would sign a same-sex marriage bill, but wanted to wait until 2009 after the presidential election. The Freedom of Religion and Equality in Civil Marriage Act was passed by the New Jersey Senate Judiciary committee by a 7-6 vote. The full Senate considered the bill on Monday, January 11, 2010, and voted against it 20-14. Republican Governor-elect Chris Christie has said that he will not sign a marriage equality bill. After the Senate's decision, Garden State Equality, in partnership with Lambda Legal, announced that they would ask the New Jersey Supreme Court to recognize the legislature's failure to comply with Lewis v. Harris. This Motion to Enforce Litigant's Rights was dismissed without prejudice by the New Jersey Supreme Court; see 202 N.J. 340 (2010).After the U.S. Supreme Court ruling in United States v. Windsor in June 2013, the plaintiffs joined in a new lawsuit to enact same-sex marriage in New Jersey, Garden State Equality v. Dow.".
